December 1, 2022FMNP/SFMNP consolidated state plan was submitted to USDA on November 15 and includes a request for expansion of funds for SFMNP.

In addition, the following FMNP/SFMNP handbook edits were released on November 15:
  • New UEI procedure replaces DUNS numbers
  • Farmer/CE trainings may be conducted virtually, as long as it is conducted interactively
  • Electronic signatures are permissible for SFMNP applications
  • S/FMNP Vouchers and Voucher Logs no longer require a participant/proxy signature

Also, the following form revisions were recently released:
The Instructions for the SFMNP Application (H1430) form have been revised to reflect the application form can be completed and signed electronically.

The Voucher Issuance Log has been redesigned to improve usability and to remove references to signatures
Market and site location Form H1420 was redesigned to improve usability and also now includes information previously provided on the Farmers’ Market Locations form which is now archived as it is no longer needed.
Plan of Operation Form H1406 was redesigned to improve usability and reflect submission of the requested information is now completed through TX-UNPS.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
