RELEASE: Revised Administrator’s Reference Manual (ARM) Section 18, Food Service Contracts

January 1, 2022 - A revised ARM Section 18, Food Service Contracts was posted to SquareMeals. The following guidance was clarified:

    • Removed most general procurement guidance and replaced with references to Section 17, Procurement.
    • Removed most cost-reimbursable guidance.
    • Clarified that Contracting Entities (CEs) may not delegate eligibility/verification duties to FSMC.
    • Clarified that CEs may not delegate onsite monitoring duties to FSMC.
    • Clarified onsite monitoring and FSMC monitoring.
    • Updated FSMC contract renewal dates and documentation requirements.
    • Clarified the temporary nature of consultant contracts and contract duration.
    • Clarified contract duration for vended meal contracts and that CE staff must serve meals.
