" Several revised Administrator’s Reference Manual (ARM) sections have been posted and released as follows. A significant portion of this release incorporates new guidance related to the Whole Milk for Healthy Kids Act of 2025, and FSMC guidance previously available in FAQ format has now also been incorporated. Update Guide sections located at the beginning of each ARM section provide more information about the topics addressed in each release.

A significant portion of this release incorporates new guidance in alignment with the Whole Milk for Healthy Kids Act of 2025. Section 18, Food Service Contracts, was updated to incorporate content from TDA’s Food Service Management Companies (FSMC) Frequently Asked Questions (FAQ) document. Additional revisions include updated procurement thresholds, simplified meal pattern charts, and clarifications to existing ARM guidance.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation.
