Below are multiple resources to assist an SFA to maximize USDA Foods entitlement through direct delivery with the state contracted warehouses, further processing, and DoD Fresh Fruits and Vegetables.
Direct Delivery  Minimize 

NSLP FAL - Each program year, the USDA Foods team builds the catalogs in WBSCM off RA Feedback from USDA Foods Feedback Survey as well as analyzing historical data for materials that were offered in previous program years by RAs. All USDA Foods available will be offered for Further Processing. Click below for Direct Delivery available foods.

Cost Comparison Tool - This is an excel-based tool designed for use prior to, during and after ordering USDA Foods that provides an estimated final price based on input demand. Note: If you are experiencing issues, please download the file locally and click “Enable Content” to use.

Further Processing  Minimize 
Annual Transfer - Transfer exercises reduce overall inventory and benefit schools that can draw down additional inventory. This exercise is conducting from January thru April.
Usage Analysis - The Usage Analysis Exercise is conducted annually to alleviate excess inventory levels at the State by removing excess inventory into the state account. This inventory is transferred to the state account and available during the Annual Transfer.
Tracking Systems ReportDid you know you have processing account information at your fingertips? Both tracking systems provide Recipient Agencies (RAs) with a robust selection of reports to manage inventory levels.
Transfer of Title - In general, title to donated foods transfers to the distributing agency or recipient agency, as appropriate, upon acceptance of the donated foods at the time and place of delivery.
True Value of USDA Foods - A product containing USDA Foods does not always represent a savings. Commercial options may provide lower prices compared to the additional charges associated with USDA donated foods.
Processor Inventory Dashboard – Complies data from multiple sources: K12 Tracking System, Processor Link Tracking System, and Processor Monthly Performance Reports (MPR)
Texas Approved Processor List – Complies data for each approved processor and their corresponding materials.

DoD Fresh Fruits and Vegetables  Minimize 
The USDA Department of Defense (DoD) Fresh Fruit and Vegetable Program (USDA DoD Fresh) allows schools to use USDA Foods entitlement dollars to buy fresh produce. USDA DoD Fresh operates through a partnership between the USDA and the DoD Defense Logistics Agency (DLA), as well as the state distributing agencies in each participating state.

USDA Foods  Minimize 
USDA FAL - USDA Foods provides a Foods Available List (FAL) every school year. USDA makes available approximately 200 materials for the NSLP program in Direct Delivery and Processing Diversions.
Average Material Price - USDA Foods provides the average material prices each school year used by processors participating in the USDA Foods processing program.
Product Information Sheet - USDA Foods provides Product Information Sheets to describe the items that will be available to schools and institutions participating in the National School Lunch Program and Summer Food Service Program.
CN Information - USDA Foods provides CN verification and manufacturers report to SFAs to assist with any questions that should arise with a product.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
