TDA is announcing the availability of the CACFP Day Care Home Sponsor Onsite Monitoring Waiver for Program Year 2027. As with the waiver available in PY 2026, day care home sponsors in good standing with an approved monitoring implementation plan can conduct one of their three required annual monitoring reviews offsite, with the following restrictions:
- Sponsors must conduct at least one unannounced onsite monitoring review of each provider, including observation of meal service, annually.
- Sponsors that utilize review averaging cannot use this waiver for providers that will only be visited twice a year.
- All pre-approval visits, first four-week reviews for new providers, and Serious Deficiency follow-up reviews must be conducted in-person.
- Timing of reviews must adhere to federal requirements as described in the CACFP Handbook.
- Providers monitored remotely must be in good standing.
- To comply with USDA requirements, approved sponsors must provide information about offsite monitoring implementation to TDA upon request.
- Sponsors approved last year for this waiver that did not submit required reports or had the waiver rescinded at any point are not eligible to use this waiver in PY 2027.
NOTE: Reports for Program Year 2026 are due October 15, 2026. TDA will not approve 2027 requests until the 2026 report has been submitted.
To apply for this waiver, CACFP day care home sponsors must:
- If applying for this waiver for the first time, download and complete all questions in the CACFP Day Care Home Sponsor Offsite Monitoring Implementation Plan. This form is available on the CACFP Administration/Forms page of SquareMeals.org. NOTE: If you were approved for a waiver in Program Year 2026 and your implementation plan has not changed, you are not required to upload an implementation plan.
- Complete the CACFP Day Care Home Sponsor Onsite Monitoring Waiver Request Form, also available on the CACFP Administration/Forms page.
- Select any providers you will NOT be requesting to review offsite (for example, providers not in good standing or providers that are considered high risk for compliance issues).
- Attest to abide by all review requirements pertaining to the use of this waiver as well as all other federal monitoring regulations.
- Attest to abide by all reporting requirements.
- Upload the completed CACFP Day Care Home Sponsor Offsite Monitoring Implementation Plan (if applicable).
Once your waiver request and implementation plan have been reviewed, TDA will notify you of its decision. If approved, this waiver may be used through September 30, 2027. Note that TDA may reach out to you for more information prior to approving this waiver.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation.
