USDA FOODS – H4529 Transfer Form for Processing and Direct Delivery
H4529 Transfer Form Launched
Effective September 1, 2026, TDA implemented a revised H4529 transfer process for Program Year 2026–27. Processing transfers are now limited to state accounts, with very limited transfers available from warehouse excess inventory. School-to-school transfers are no longer permitted. The transfer window remains open September 1 through April 15. Requests must meet inventory and usage criteria and are subject to inventory availability.
Transfer Criteria
Accounts must not have more than one month on hand and must have acceptable usage. The request can be filled for a 3-month period. If the request exceeds the Average Monthly Usage (AMU) for three months, TDA will adjust the request to comply.
Inventory Availability
Requests will depend on the availability of inventory in the Processing State Accounts and Warehouse Excess Inventory Accounts. Requests will be placed on a waitlist if inventory is not currently available but may become available later. Waitlist requests are processed on a first-come, first-served basis.
How to Access the H4529 Transfer Form
You can access the H4529 Transfer Form through the FDP Resource Page on Squaremeals.org.
USDA FOODS – Usage Analysis for Processing and DoD Fresh
Usage Analysis Exercise
TDA will conduct its annual Usage Analysis Exercise December 1–30. On December 1, inventory reports will be generated to identify Recipient Agencies (RAs) with less than 20% usage. Affected RAs will receive a SmartSheet notification and must submit a response by December 30 using the provided TDA Usage Plan Form. The response must explain low or no usage and include a five-month projected inventory drawdown plan. Timely responses are essential.
Reasons for Low or No Usage
The TDA Usage Plan Form provides predetermined reasons for low or no usage. The RA must select the reason that most accurately describes the account and provide additional information, when necessary, in the comment area.
Usage Plan Timeline
The TDA Usage Plan Form outlines a five-month usage forecast, allowing users to enter the planned pounds of inventory to be drawn down for each month. This information helps track projected inventory usage and support inventory planning.
Nonresponse and Escalation
Accounts with no response or inventory that cannot reasonably be used by the RA may be subject to a transfer of their inventory balance to the state account for redistribution. Such action may result in a zero balance in the RA's account. RAs whose inventory is removed may be restricted from requesting the same or related product or may be limited in future ordering requests associated with the applicable material code.
