NEW! Waiver Allowing Offsite Monitoring for CACFP Sponsors

" On October 23, 2024, USDA approved TDA’s request to allow offsite monitoring flexibilities for sponsors of day care homes, unaffiliated child care centers, and unaffiliated adult day care centers. Flexibilities would allow sponsors in good standing, and with a TDA-approved monitoring plan, to conduct one of the three required site visits offsite, with a possible second site visit to also occur offsite for sites over 100 miles or over 2 hours away from the sponsor’s headquarters.

On October 23, 2024, USDA approved TDA’s request to allow offsite monitoring flexibilities for sponsors of day care homes, unaffiliated child care centers, and unaffiliated adult day care centers. Flexibilities would allow sponsors in good standing to conduct one of the three required site visits offsite, with a possible second site visit to also occur offsite for sites over 100 miles or over 2 hours away from the sponsor’s headquarters.

Before being able to use these flexibilities, TDA will require eligible CACFP sponsors to submit monitoring plans for review and written approval to include: 

•    The number and names of sites/providers the sponsoring organization intends to review offsite;
•    List of providers over 100 miles from the sponsoring organization’s office, if intending to conduct a second offsite review; 
•    How the sponsoring organization will determine eligibility for this waiver and verify the site/provider is in good standing; 
•    An attestation affirming there is not a field office or available staff member within a 100 miles or 2 hours of travel time of an eligible site/provider if requesting a second offsite review; 
•    How virtual monitoring reviews will be conducted via video (Zoom, Microsoft Teams, FaceTime, Google Duo, etc.);
•    How sponsoring organization will address providers that miss their virtual review. 
•    How the sponsor will track, identify, and report which monitoring visits were done offsite; and 
•    An attestation stating that at least one onsite monitoring visit per home is unannounced and includes a meal service observation.

This waiver is in effect through September 30, 2025.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
