Administrative Review Reminder and a New Process

September 30, 2021 - An administrative review of a CE’s CACFP occurs, generally, once every three years and has two segments, an operations portion and a financial portion.

The financial review entails a comprehensive look at the way CACFP funds are used to support the development and delivery of meals to the eligible population served by the CE. A particular focus of the financial review involves an assessment of the CE’s procurement policies and practices.

A CE is required to have a written procurement policy, and to show evidence that in the course of procuring good and services, the policy was followed. The elements that the procurement policy must contain are found in Section 7300 of the CACFP Handbooks found here.

Besides the required elements, particularly when procuring vended meals with an annual cost equal to or over $50,000.00, the “Invitation to Bid” (IFB) form found here must be used.

While prior permission is not required to advertise and finalize a major purchase, including an IFB for vended meals, TDA staff are available to provide technical assistance in the development, bid opening, and final contracting portions of the procurement process. Please note:
TDA F&N Community Operations has adopted a new process for sending Administrative Review (AR) notices to CEs. Effective immediately, AR notices will be sent to CEs via email (with PDF files of Notices as attachments) to the principal individuals listed on the CE’s approved program application in TXUNPS, when all of the email addresses are available.

TDA F&N Community Operations will send AR notices via certified letter if the email information is not available in the CE’s approved program application for all applicable CE representatives. To facilitate efficient communication, please take the time to ensure all CE representatives’ contact information is in your program application, and update as appropriate.

TDA F&N Policy is in the process of updating the CACFP and SFSP policy information on SquareMeals.org to reflect this change in procedure.
