" TDA Food and Nutrition is providing important updates and reminders for users of WBSCM. "
As part of security management, Food & Nutrition is reminding all Web-Based Supply Chain Management (WBSCM) users including User Administrators of the following:
- Maximum of two (2) User Administrators (UA) per entity.
- A confirmed list of the assigned UAs for each entity is available on the WBSCM UA website in SquareMeals.
- Beginning later this month (July), UAs with administrator access that are not on the confirmed list will have their access adjusted to remove the UA group.
- If changes are needed to the assigned UA, complete and submit the Certificate of Authority for WBSCM (FND-136) form for processing.
- Deactivation of WBSCM account
- User accounts, including the UA, that have not been logged into within the past 120 days or longer will be deactivated by the end of July for security reasons.
- If your account is deactivated and is needed, contact your UA to obtain access again.
- If you are the UA and your account is deactivated, a new FND-136 form must be submitted.
- WBSCM account for Food Service Management Company
- Food Service Management Company (FSMC) employees cannot have direct access to WBSCM. Allowing FSMC access gives an external company the ability to spend funds on that entities’ behalf, which is a high security risk.
- If your entity does not contract with an FSMC, ensure your security group within TXUNPS does not include the FSMC Rep. This group is dedicated to FSMC employees only.
- To adjust your security group in TXUNPS, contact your User Access Manager (UAM). If you are the UAM, submit the Certificate of Authority for User Access Manager (FND-135) located here .
- Keep User Information Updated
- UAs should continuously review your user’s information, including the security groups assigned. Adjustments to the account can be completed directly in WBSCM. Guides are available at WBSCM UA webpage under “Training” in SquareMeals.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
