Important Security Reminders for User Access Managers (UAM) of TX-UNPS

" TDA has a few reminders for user access managers regarding processing security for your staff. The reminders are regarding FSMC User Security Access; Form FND-135: Delegating Responsibility; and Automatic Deactivation.

A few reminders for user access manager (UAMs) regarding processing of security for your staff. 
           
FSMC User Security Access
  • Food Service Management Center representatives can have View only access to TX-UNPS by providing the “FSMC Rep” security group.
    • FSMC users that have edit access to the system will be removed and may result in corrective action.
    • If your entity contracts with an FSMC and you do not have access to the “FSMC Rep” security group, please send an updated Security Authority for User Access Manager (FND-135) form to tdauam@texasagriculture.gov.

Setup/Update of Users
  • TDA has identified common errors that may delay the setup or update of users:
    • Incomplete set-up process for new users.
      • The User ID must be generated to finalize the setup of a new user.  Reference Step 4 of the User Access Manager Handbook (section 2.0 Adding a New User).
    • Security groups are not assigned to a user.
      • Each user should have at least 1 security group assigned whether a new user or updating an existing user.  Reference Step 4 of the User Access Manager Handbook (section 3.0 Modifying/Updating a User).
    • Security groups are outdated for existing users.
      • Existing users should have security groups assigned based on the list provided in the Security Groups section of the User Access Manager Handbook as applied to their job functions.

Form FND-135: Delegating Responsibility
  • The Security Authority for User Access Manager (FND-135) form is completed for assignment of the UAM. If the Highest Official is delegating the responsibility to another user:
    • Section B should be completed with the delegated user’s name and signature.
    • Section D should have the same user’s name and information as in Section B.

This is a common mistake and can delay the processing of the form.

Automatic Deactivation
TX-UNPS deactivation process will automatically inactivate user accounts that have not signed into the system every 120 days.  This includes UAMs.  Notifications are sent to each user prior to inactivating.  Ensure emails for your users are accurate as to not inactivate someone inadvertently

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
