" The Texas Department of Agriculture (TDA) is requesting a waiver from the U.S. Department of Agriculture (USDA) to allow Recipient Agencies (RA) to provide and claim a Commodity Supplemental Food Program (CSFP) food package to eligible seniors without the cereal components.

The Texas Department of Agriculture (TDA) is requesting a waiver from the U.S. Department of Agriculture to allow Recipient Agencies (RA) to provide and claim a Commodity Supplemental Food Program (CSFP) food package to eligible seniors without the cereal components.

Due to cancelled and delayed shipments of oats, RAs are experiencing a severe shortage of cereal components in their inventories, with six expected to run out of inventory of cereal components by the end of January and two expected to run out by the first week of February. Texas had 13 truckloads of oats in purchased status for January 15 delivery which equates to about 2.5 MOH. As of January 20, only one truckload of oats has been received. Nine RAs have not received a delivery.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
