" USDA is opening up a public comment period through May 18, 2026, during which state agencies, outside organizations, and the public can comment on information collection activities required by organizations operating one of the Food Distribution Programs. Operators have a chance to comment on the burden associated with any required reporting, which may include the number of households served in the programs; the quantities of foods ordered and where the food is to be delivered; verification of the receipt of a food order; and the amounts of USDA Foods in inventory. Effective administration of Food Distribution Programs is dependent on the collection and submission of information from State and local agencies and private-for-profit companies to FNS. These information collection activities, for example, include the number of households served in the programs; the quantities of foods ordered and where the food is to be delivered; verification of the receipt of a food order; and the amounts of USDA Foods in inventory.
Periodically, USDA must review and reauthorize these information collections authorized by OMB. As part of that process, USDA is opening up a public comment period during which state agencies, outside organizations, and the public can comment on the following:
• Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility;
• The accuracy of USDA’s estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions that were used
• Ways to enhance the quality, utility, and clarity of the information to be collected; and
• Ways to minimize the burden of the collection of information on those who are to respond, including use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology.
While most of the reporting activities are attached to specific forms submitted by TDA, TDA is reliant on information provided by our contracting organizations (for example, inventory information). Therefore, your organization may wish to comment on the reporting burdens experienced while administering one of the Food Distribution Programs.
Written comments are due to USDA on or before May 18 via the following means of submission:

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation.
