WBSCM
In Web Based Supply Chain Management (WBSCM), your entity can assign a User Administrator (UA) who is responsible for the security management of users within your entity. The UA has the ability to create and maintain user accounts, manage user roles, inactivate users and run the user security report.

An entity may have a maximum of two UAs.

Benefits of Assigning a UA  Maximize 
Assigning a UA will have the following benefits:
  • Turnaround time for adding new users or modifying existing user access is quicker. The UA can make these changes directly within WBSCM.
  • Risk of inappropriate user access will be reduced. The UA will have firsthand knowledge of when staff are no longer with the entity or have changed job functions.
  • Users can be assigned to serve as backup to critical WBSCM roles and manage separation of duties. With a complete list of users and their respective access, it is easier for a UA to identify users’ access.

What Can the UA Not Do?  Maximize 
The UA cannot create or assign UA rights to another user within WBSCM. UA rights are assigned through the submission of the FND-136 Security Form for TDA approval.
 

User Administrator Resources  Maximize 
The Security Authority for WBSCM (FND-136) form assigns a UA and must be submitted to TDA for processing.  Only two UAs can be assigned at a time within each entity and the person must not be a temporary employee, contractor employee or a Food Service Management or Co-Op Coordinator representative.

to prevent any delays in obtaining access.

Reminders  Maximize 
Deactivation Rule
WBSCM user accounts will be deactivated if the user has not signed into WBSCM within 120 days. All entity users, including the UA, could be affected. If the UA’s account is deactivated, a new FND-136 form must be resubmitted to reestablish the account. Until the new FND-136 form is received and processed, no other updates to users will be completed.

Keeping User Information Updated
Continuously review your users’ information, including the security groups assigned. Be sure their email address is accurate as important notifications are sent to the user email address on file. Keeping their information updated is extremely important.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
