Background   

The Child and Adult Care Food Program (CACFP) child care centers have an opportunity to positively impact children’s wellness, growth and development by encouraging and teaching healthy habits at a young age. Implementing a CACFP  Recognition award for child care centers that plan and serve nutritious meals and snacks, expose gardening activities at an early age, encourage physical activity, and provide a healthy learning environment will assist contracting entities (CE) in meeting wellness goals and recognize their achievements.

The Healthier CACFP  Recognition Award is a Gold award that recognizes CEs who support the wellness efforts of child care centers participating in CACFP. Child care centers who have taken steps to improve their offerings, and nutrition environment relative to agriculture-related (Farm Fresh) learning activities as well as implement best practices in either nutrition education or physical activity can apply for the award. Participation and compliance with the CACFP regulations is required to be eligible for the award. Applicants are required to be in good standing with the program, defined as having completed and implemented all corrective actions from the previous compliance review and having not been seriously deficient in the past two years, at the time of application.




Anticipated Outcomes
  

The purpose of the Healthier CACFP  Recognition Award is to expand and complement established efforts to improve early child care menus, nutrition education, physical activity and the child care environment. Anticipated outcomes include improving the quality of foods served; instilling pride in contracting entities (CE); recognizing the importance of CEs; and recognizing the best practices of the CACFP meal pattern. With one in five children overweight or obese by the age of 6, child care centers play an essential role in the prevention of childhood obesity.




Recommendations
  

The recommended approach to initiating the Healthier CACFP  Recognition Award is through the Establishing 3E’s Nutrition Grant Program (E3E). The E3E’s grants promote better health and nutrition programs to prevent the incidence of childhood obesity among preschool children (aged 6 and under) in the state. The program’s objectives include increasing awareness of the importance of good nutrition and encouraging children’s health and well-being through Education, Exercise and Eating right. 

The E3E’s grant program is intended for CACFP child care CEs (independent or sponsor) to establish a Healthier CACFP  Recognition Award program or a community organizations to extend or establish wellness programs. Grant funds are used to establish and implement a comprehensive wellness effort which include activities to improve:

(a) Menu and Meal Service

(b) Farm Fresh Environment

(c) Physical Activity

(d) Nutrition Education

Applicants are required to make improvements to their menus, meal service, and nutrition environments relative to agriculture-related (Farm Fresh) learning activities; additionally applicants are required to implement best practices in either nutrition education or physical activity. The CE applies for E3E’s grants by responding to the request for application (RFA) through the Grants Division of the Texas Department of Agriculture and submitting the application per instructions. Grant awards are based on the merit of the RFA response and scores by the reviewers.




Recognitions
  

CACFP centers/sponsors will be recognized by the TDA Food and Nutrition Division at the end of the grant period. TDA will showcase the awardees’ achievements at a TDA hosted State Conference. Award kits will be mailed out and will include such items as a certificate, letter to parents, letter from the TDA commissioner, informational flyers and award decal that can be posted to announce the award and the high wellness priority of the center.
