Application Information for Renewing CEs
|
The information on this page is only for renewing CACFP CEs. If you are NOT a renewing Contracting Entity (CE), visit the New Applicants page to learn more about the Child and Adult Food Program (CACFP).

CEs that do not wish to renew their participation must submit a written request to terminate their FND Permanent Agreement by mutual consent no later than September 30 of the current program year. Written notification should be emailed to CACFP.Bops@TexasAgriculture.gov.
Please refer to Section 4000 of the Policy Handbook for your organization type (Day Care Homes, Child Care Centers, Adult Day Cares and At-Risk Afterschool) for more information on managing the program.

Important Renewal Application Deadlines: |
CACFP Renewal Applications for 2024-2025 open in TX-UNPS on July 1.
DUE DATES:
We recommend submitting your application by:
- August 15, 2024 if you were notified that you are a Tier 3 Renewal, and/or if you are a Dual Sponsor (a sponsor of Centers as well as Day Care Homes).
- August 30, 2024 if you are a sponsoring organization, a Tier 2 Renewal, and/or are making significant changes to your previously approved application packet.
- September 1, 2024 if you are an independent center and/or Tier 1 renewal.
IMPORTANT DATES AND INFORMATION:
- September 30, 2024 - If you wish to participate in the CACFP for Program Year 2025 you MUST SUBMIT AN APPLICATION FOR RENEWAL via TX-UNPS by this date. Only complete applications that have no errors will be approved for renewal.
- After September 1, 2024 - Submitting an application after this date may delay advance payments and payments for claims.
- December 1, 2024 - ALL CACFP renewing CEs must have an approvable application submitted; CACFP renewing CEs whose applications that cannot be approved as submitted as of the mentioned December date will not be eligible for claim reimbursement for the month of October 2024.

Documentation Submittal Guidance |
At minimum, the following information must be submitted:
- Contracting Entity Application
- Any fields that have changed
- All fields for which the information did not “roll-over”
- Driver's License: Compare the Contracting Entity Application to the Board of Directors. Submit a copy of a Driver's License (or government issued identification) for each individual that appears in the Contracting Entity Application but does NOT appear under the Board of Directors. This requirement does not apply to Educational Institutions (ISD's), Governmental Entities, Military and Tribes.
- Annual Audit - information in this screen must be updated each year.
- Budget
- Sponsoring organizations must submit a new budget each year
- Independent centers must submit a budget if there are changes to the budget or if TDA requires a new budget (the CE will be notified if a new budget is required)
Budget Review Detail
Previously approved costs that are not clearly defined may be determined unallowable during an Administrative Review. Costs determined unallowable would need to be repaid to TDA using non-Program funds.
Therefore, line items within the Budget Detail that denote "Materials," "Supplies," "Misc," and "Etc" must be clearly defined and listed out to ensure that everything they comprise of can be determined to be reasonable, allocable and necessary to the operation of the Food Program.
Preferences for Advances
- CEs must indicate a preference for advances each year, and if electing to receive advances must complete the Advance Request screen
All forms/documentation not submitted in TX-UNPS must be completed in ink or other non-erasable print.
Any other changes not already submitted that affect Program participation, must be submitted with the renewal as well.
Per federal regulations, applicants may not contract with a third party for the preparation and submittal of application materials.
DUAL SPONSORS ONLY:
All Dual Sponsors’ (sponsors of centers as well as day care homes) budgets must be reviewed simultaneously by TDA. Therefore, all dual sponsors must submit their applications for centers and daycare homes at the same time.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation.
