" All school food authorities (SFAs) regardless of their size or if they are operating a special provision (CEP and/or Provision 2), must use the direct certification (DC) component in TX-ELMS each month to identify students who are directly certified without application to receive free meals.
"
SFAs must upload their student enrollment data to TX-ELMS to match students via identity indicators. If a student is directly certified, SFAs are also required to extend that benefit to any siblings or other household members living with the directly certified student. This ensures that all eligible students in the household receive free meals without needing to complete a school meal application. This process helps streamline the administration of meal benefits and ensures that eligible students have access to free meals promptly.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
