The Final Rule, Child Nutrition Programs - Community Eligibility Provision—Increasing Options for Schools, will lower the Identified Student Percentage (ISP) threshold to participate in CEP from 40% to 25%. This option will go into effect for SY 2024-2025, based on ISP data from April 1, 2024. "
The Final Rule, Child Nutrition Programs - Community Eligibility Provision—Increasing Options for Schools, will lower the Identified Student Percentage (ISP) threshold to participate in CEP from 40% to 25%. This option will go into effect for SY 2024-2025, based on ISP data from April 1, 2024. Note the following:
- The new threshold for implementing a fifth CEP “grace year” is 15%.
- There is no proposed change to the 1.6 multiplier, so school districts should consider the financial impact of implementing CEP at a lower threshold.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
