Annual Civil Rights Training

ANNOUNCEMENT:
The Texas Department of Agriculture (TDA) Food and Nutrition Division is aware of the temporary outage affecting the Civil Rights Training provided by the Institute of Child Nutrition (ICN).
To meet the annual Civil Rights Training requirement, Contracting Entities may utilize alternative training sources. These sources must cover the required subject matter, which includes but is not limited to:
A. Collection and use of data
B. Effective public notification systems
C. Complaint procedures
D. Compliance review techniques
E. Resolution of noncompliance
F. Requirements for reasonable accommodation of persons with disabilities
G. Requirements for language assistance
H. Conflict resolution
I. Customer service
TDA Training Staff are working to provide an online Civil Rights Training course within the next several weeks.
Please note that recordkeeping requirements for annual Civil Rights Training remain unchanged.
This guidance aligns with FNS Instruction 113-1.
Accessing Required Civil Rights Training
Required annual civil rights training for Texas Department of Agriculture Food and Nutrition Division contracting entities is now accessed through the Institute for Child Nutrition (ICN). Use the following links to learn how to register for this training.

In accordance with federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, this institution is prohibited from discriminating on the basis of race, color, national origin, sex, disability, age, or reprisal or retaliation for prior civil rights activity.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
