" Small Purchase Increase in Threshold to $100,000
"
On September 1, 2025, in accordance with Texas Senate Bill 1173, which raises the formal procurement threshold for school districts from $50,000 to $100,000, TDA is also raising the formal procurement threshold to $100,000 for all nutrition and household programs.
Beginning September 1, transactions over $10,000 but below $99,999 will require the small purchase method, and transactions of $100,000 and over will require formal procurement. This is not retroactive. TDA is in the process of updating these thresholds in all program handbooks.
Administrative and Procurement Reviews (AR/PRs) review documentation from the prior school year. Therefore, TDA will examine compliance with the $100,000 threshold in AR/PRs scheduled for the school year 2026-2027.
A few reminders regarding the Small Purchase method:
- Requires accurate specification of what is being purchased to ensure free and open competition.
- Requires documentation of an attempt to obtain 2 or more quotes and supporting documentation.
- If only one quote is received, it is acceptable as long as the specification did not limit fair and open competition.

The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
