" The USDA Food and Nutrition Service released SP 18-2025, Guidance on Fees for Electronic Payment Services in the School Meal Programs. Effective immediately, this memorandum rescinds SP 04-2025, Fees for Electronic Payment Services in the School Meal Programs, which was issued on November 1, 2024. The rescinded memo had previously issued a requirement to eliminate service fees for students using an online system to purchase reduced-price meals by School Year 2027-2028. "
The USDA Food and Nutrition Service released SP 18-2025, Guidance on Fees for Electronic Payment Services in the School Meal Programs. Effective immediately, this memorandum rescinds SP 04-2025, Fees for Electronic Payment Services in the School Meal Programs, which was issued on November 1, 2024. The rescinded memo had previously issued a requirement to eliminate service fees for students using an online system to purchase reduced-price meals by School Year 2027-2028. While that requirement has been rescinded, this memo clarifies that any School Food Authority using a system charging additional service fees for purchased meals must also offer a free and accessible method for all families to add money to student meal accounts. SFAs must notify families of available payment options and any associated fees in ways that are easy to find and understand.
This memo also provides best practices for increasing the awareness of payment options and strategies for reducing or eliminating online fees. More information can be found here.

To file a program discrimination complaint, a Complainant should complete a Form AD-3027, USDA Program Discrimination Complaint Form which can be obtained online at: https://www.usda.gov/sites/default/files/documents/ad-3027.pdf, from any USDA office, by calling (866) 632-9992, or by writing a letter addressed to USDA. The letter must contain the complainant’s name, address, telephone number, and a written description of the alleged discriminatory action in sufficient detail to inform the Assistant Secretary for Civil Rights (ASCR) about the nature and date of an alleged civil rights violation. The completed AD-3027 form or letter must be submitted to USDA by:
